WhirlyGlobe-Maply is open source, but we do offer a support contract. It's a simpler deal than paying us by the hour and the contract is 50% less likely to annoy your lawyer.

CartoType is an excellent offline map rendering toolkit. Used when you want to carry a city or country map on your device, it does a great job of carefully drawing features and offline routing.
CartoTypeGL is a fast, interactive version of CartoType that uses OpenGL ES for its rendering.
